YPS or Young Public Servants is a group of young dynamic individuals focused on promoting Good Governance and Democratic Citizenship among the youth. YPS believes that these elements are critical in developing a new, focused and dedicated generation of leaders. YPS works to establish the foundations of governance and citizenship not only through activities geared towards nation building but in everyday citizens’ activities as well. The objectives of the group are as follows:
YPS forms part of a larger organization called the International Center for Innovation, Transformation and Excellence in Governance of INCITEGov. |

1. Membership in INCITEGov YPS shall be by invitation.
2. The following criteria shall be used in the selection of individuals to be invited to join INCITEGov YPS as members:
- Voting age up to the age of 35
- Strong interest for governance reform inside and outside government
- Commitment to actively participate in most of INCITEGov's and YPS' activities, especially the major ones.
- Good reputation in his/her field; good track record as a student, development worker, or young professional
- With perceived values consistent with INCITEGov's vision and mission
- Should not be at the same time a member of any organization or network of organizations whose vision and mission run contrary to that of INCITEGov's
3. Beyond their participation in these gatherings, YPS members are encouraged to participate in any of the following mechanisms:
- As convenor or member of one or more of the established Focal Groups on Key Reform Areas (KRAs); namely, (a) National Political Leadership, (b) Fiscal Reform, (c) Social Protection, (d) Security and Peace, and (e) Institution-Building for Democratic Governance, and other key reform areas as may be established by the YPS, subject to the approval of the BOT.
- As project leader, resource person, or adviser in a project, including the conduct of public fora, under any of the above KRAs.
- Helping in resource generation, networking, and/or social marketing of the Young Public Servants.
