Eleven senators endorse federal system of govt (KAA-TOING!!!)
JPG-To start let me say that whatever these senators are drinking I want some.
Eleven senators have co-sponsored a resolution calling to amend the 1987 Constitution and the eventual adoption of a federal system of government, ABS-CBN News reported Thursday.
JPG-IS it just me or does this sound absolutely STUPID?
Wiki: The federal government of the United States is the centralized United States governmental body established by the Constitution. The federal government has three branches: the legislative, executive, and judicial. Through a system of separation of powers or "checks and balances" (inspired by the work of the Enlightenment philosopher Montesquieu), each of these branches has some authority to act on its own, some authority to regulate the other two branches, and has some of its own authority, in turn, regulated by the other branches. In addition, the powers of the federal government as a whole are limited by the Constitution, which leaves a great deal of authority to the individual states.
This sounds suspiciously like the Philippine model of Government doesn't it?

Senate Minority Floor Leader Aquilino Pimentel Jr. ( now we know who the token lightning rod and political lame duck is) filed Senate Resolution No. 10(x), co-signed by Senate President Manuel Villar and Senators Edgardo Angara, Pia Cayetano, Juan Ponce Enrile, Francis Escudero, Jinggoy Estrada, Gregorio Honasan, Panfilo Lacson, Francis Pangilinan and Ramon Revilla Jr.
JPG-ahhh politics makes strange bedfellows eh? Can you imagine Pia Cayetano actually discussing the merits of this resolution with Ramon Revilla Jr.? Me neither. But I really appreciate it when they put all the eggs in one basket. I think this is nothing more than a cleverly put together "viable alternative" to chacha. The "Federal" tag is designed to evoke American parallels (The might as well promise snow and becoming a US state while theyre at it...nope that would be too obvious) versus the British and other parliamentary forms of government. It's a great PR stunt. In effect its something for the people that chant for change without knowing what change they want. Because if what the SEN-AYYY-TORs saying that a change in form of government is what we need and not a change in attitude, morals, and all the other good bits, then theyre not much better than JDV and his Charter Change lackeys argument wise. On the upside..at least Mar didn't sign eh?
The joint resolution called to convene Congress into a Constituent Assembly to revise the Constitution to establish a federal system of government.
"The highly centralized system of government has brought about a spotty development of the nation where preferential treatment has been given to localities whose officials are friendly with or have easy access to an incumbent administration," the resolution stated.
JPG- Highly centralized? How so? "Municipalities have some autonomy from the National Government of the Republic of the Philippines under the Local Government Code of 1991. They have been granted corporate personality enabling them to enact local policies and laws, enforce them, and govern their jurisdictions. They can enter into contracts and other transactions through their elected and appointed officials and can tax. They are tasked with enforcing all laws, whether local or national. The National Government assists, supervises and ensures that the local government does not violate national law."
This sounds pretty independent to me!
So knowing this, if your LGU isn't doing well financially don't blame central government...blame your damned mayor and congressman!
If the proposed revision of the Constitution pushes through, the country would then be called the Federal Republic of the Philippines.

The resolution called for the creation of eleven States out of the Republic, which "would establish centers of finance and development in the archipelago."
JPG-Please go back a few lines and see comment on local government code of 1991 on autonomy of Municipalities. Good Lord this is so stupid.
The states would be Northern Luzon, Central Luzon, Southern Tagalog, Bicol, Minparom (Mindoro, Palawan, and Romblon), Eastern Visayas, Central Visayas, Western Visayas, Northern Mindanao, Southern Mindanao and BangsaMoro.

Metro Manila would then become the Federal Administrative Region, the resolution stated.
"The federalization of the Republic would speed up the development of the entire nation and help dissipate the causes of the insurgency throughout the land, particularly, the centuries-old Moro rebellions," the resolution added.
Pimentel said the shift to a federal system of government aims to accomplish two main goals: the swift development of the entire country, and the elimination of the root causes of rebellion, particularly in Mindanao.
JPG- Yes changing the form of government is the magic bullet to all our woes..STUPID.and with regards to Mindanao, last I heard is the independence of certain areas in Mindanao has led to nothing more than legalized warlords
The resolution proposed the revision of the Constitution by either a Constitutional Convention, Constituent Assembly, or by Popular Initiative, but it said "it may be most expedient to revise the Constitution through a Constituent Assembly."
The resolution, however, did not specify which of the modes suggested would be used in amending the Constitution.
